In many countries and states, specific titles are reserved as a matter of law to licensed professions.

Some states reserve “counselor” for someone who is either licensed to practice law, or licensed to practice mental health care (social worker, psychologist, family therapist, etc.)

Some states are very broad in their limitations, some are very specific and allow variations like you describe.
