Do social scientists have a formal name for the political technique in which a partisan agent attempts to redefine or shift what is commonly believed to be the center of an issue-axis in a series of barely perceptible steps? For example, one group succeeded in engendering small incremental shifts in public attitude to normalize the idea of school vouchers in a community where previously vouchers had been viewed as an extreme option. Lay terms that come to mind include “framing the discussion” and “redefining the center”. I am looking for the scientific term.

I do not believe there is a scientific term beyond “reframing.” That was the term used in my classes.
Poli Sci doesn’t use alot of overworked scientific language beyond what it steals from psych, soci, anthro, etc.
