According to Wisconsin code, a professional counselor requires a license. One may not call themselves a counselor without a license. A “Christian” counselor would be a subset of the professions “Counselor” or “Pastor.” “Christian Counselor” would fall under the caveat in the civil code as “or other similar title,” which still requires a license and many hours of supervision. Below are the law and the State Website.

That caveat is there so someone cannot think up some other kind of name for the job Counselor and stick up a shingle like any old quack without training, licensing or experience.
