Should We Focus More on How to Punish Those Who Commit Crimes, or How to Prevent Crimes From Happening?

Question by the instigator: Should we focus more on how to punish those who commit crimes, or how to prevent crimes from happening?
It seems like if you wanted to prevent crimes you wouldn’t cruelly deprive criminals of their liberty as a way of “punishment,” instead you would use rehabilitation and isolation for the criminals, and ask the question why are so many of the people in prison poor? And how come you don’t see rich white middle class kids in prison? Perhaps there is a fundamental racism and classism in our legal system
