What logic is necessary to get from a piece of legislation providing for one to a piece of legislation providing for the other?

Is it necessary to believe that the word “counseling” means “compulsion,” or something similar?

Or is it something more than that?
Do conservatives who use this line of reasoning understand what the word “counseling” means?
