Can They Do This?

I was in group counseling at the free counseling center on my campus. They decided that my problems (due to childhood abuse) were too serious for group. They didn’t have any open individual counseling spots for me, so they recommended me to an outside agency. I was uncomfortable with this agency, but made one appointment and kept it because the campus agency said they would put me in the hospital if I didn’t. The next semester I tried to sign up for individual counseling on campus again, because there were open spots, and they wouldn’t let me. I told them that there was nowhere else for me to go, and they still would not do a thing for me. I was completely turned away, even though I was extremely self-destructive at the time. Things are a little better now, but I wonder how many other desperate people they have turned away.

Can they do that?
They said they turned me down because my problems are still too serious, and because their counselors rotate, and I would not have the same one all the time. But it seems that someone with a problem that is “too serious” should not be turned away.
