Addiction is seen as a disease and addicts unless and until they get help are seen as victims but who is really to blame for the person becoming addicted to sex in the first place?

Addiction may be seen as a disease, but it is like anyone else with a disease.
For example if someone with diabetes continues to eat carbs and sugars it is their fault for not following the recommended diet.
It is the addicts fault. They must take responsibility for their cure!
